These huge inflatable Santas are part of the Santa Fest celebrations at Darling Harbour. There are 21 huge Santas on 3 pontoons bobbing on Cockle Bay. Harbourside and the Pyrmont Bridge are in the distance.
I don't know if wikipdeia can be trusted but apparently "Ho ho ho" is a rendition of a particular type of deep-throated laugh or chuckle which is of Irish Gaelic derivation. :)
